Due to climate change and the increasing amount of disasters hitting the planet there is an immediate need to execute a global emergency response plan. All countries will be affected in some way and now more than ever mankind will be put to the test. Leaders of the world’s countries are showing nothing but weakness in relation to the crucial decisions that must be made and executed in order to minimize the effects of the already growing number of catastrophes. History will judge them as weak and powerless leaders.

Actions that need immediate attention on a global level are:
1-2 billion climate refugees: where shall they flee and which countries will accept them?
Prevent war: Global citizenship for all? Countries must be abandoned. Other countries must prepare to rebuild infrastructure. All countries must open their borders in order to receive millions of new citizens.
Global food supply: Fresh water and food. How will crops and harvests be affected when the flooded areas can no longer be harvested? How much of global food production needs to be replaced by other kinds of production?
Disease prevention: What new global diseases can be expected to follow the effects of still water, such as malaria, dengue fever and other diseases created by different insects and other animals moving into new areas?
On a national level: All countries must be able to conceive of and prepare for a worst-case scenario in order to be able to meet the challenge. This would include compulsory emergency response training for all and much more.
On a personal level: People in especially dangered areas need personal training on several levels in order to meet challenges.
Titicaco recommends an immediate implementation of a global school where all schools in the world with access to electricity go through a global emergency response program.
This program should also be released through television, radio, books and other formats.
